Plamen Todorov

Master of Law from the Southwestern University "Neofit Rilski", Blagoevgrad. He holds a bachelor's degree in National Security Protection from the Academy of the Ministry of Interior, Sofia. He specialized in the field of anti-corruption and financial investigations at the International Law Enforcement Academy (ILEA) in Budapest, Hungary.

He completed a practical internship in the institutions of the European Union in Brussels, Kingdom of Belgium, conducted by the Diplomatic Institute under the Minister of Foreign Affairs, within the framework of the project "Conducting training for central administration employees to acquire key skills and competencies in the EU context".

He has numerous qualifications in the field of national security protection, security protection in the economy and society, administrative violations and penalties, state aid, detection of irregularities and fraud with European funds, etc.

From 2003 to 2008, he worked as an expert in the National Security Service - Ministry of Interior.

In the period 2008 - 2017, he was a legal expert in the State Agency for National Security.

In 2017, he held the position of Head of Department in the Directorate "Legal Support of Inspection Activities" at the Public Financial Inspection Agency.

Since July 2017, he has been the Director of the Legal Directorate at the Public Financial Inspection Agency.

In the period 19.02. - 01.03.2026, he was appointed Director of the Public Financial Inspection Agency. After that, Plamen Todorov returned to the position of Director of the Legal Directorate at the Agency, where he worked until his reappointment as Director of the Public Financial Inspection Agency on 16.06.2026.

He speaks English.
