The Public Financial Inspection Agency carries out checks on the lawful spending of funds from the state and/or municipal budgets, as well as funds provided from European funds and programs. The results of the financial inspections carried out are of serious public interest. Their publication provides transparency regarding the activities of the agency and provides the public with the opportunity to get acquainted with them in a timely manner.
Guided by the idea of transparency of governance and increasing public confidence in state institutions in the field of protection of public financial interests, we have initiated several changes in the legal framework.
The Act on Amendment and Supplement to the Public Financial Inspection Act (promulgated SG No. 11 of 6 February 2024, in force from 10 February 2024) provides for the PFIA to publish on its website the reports on the results of the financial inspections and the reasoned written conclusions within 14 days from the preparation of the conclusions without disclosing information, constituting a trade secret, or information protected by law. In case of a change after the completion of the financial inspection, including those related to administrative penalty and/or preliminary proceedings, the information will be updated on the agency's website within 7 days from the occurrence of the new circumstances. The reports are available only in Bulgarian.
Any citizen who wishes to gain access to a specific report from a financial inspection assigned and/or started before February 10, 2024, can do so under the Access to Public Information Act.
On the website of the agency are published lists of entities where financial inspections have been completed in the respective quarter (for the period from July 1, 2011 to December 31, 2023), as well as information about their results. The lists are available only in Bulgarian.
